The Problem With Comparing Totals
Two proposals arrive. One is noticeably cheaper. The temptation is to treat that as the answer, and the trap is that the total is the only number on both documents that is formatted identically, which makes it the easiest thing to compare and the least informative.
A lower total can mean the same work priced more keenly. It can also mean fewer piers, exterior-only access where the other proposal includes interior work, excluded restoration, a shorter warranty, or an entirely different repair system. Those differences do not announce themselves.
This guide gives you a framework for setting proposals against each other on the criteria that actually differ. It works on ours and it works on anyone else’s. Step One: Align the Scopes
Before price enters the conversation, establish whether the two proposals describe the same project.
Compare the pier counts. If they differ, that is the first question for both contractors. Ask each one why that number, and listen for whether the answer references your elevation readings.
Compare the placements. A marked plan showing where piers go is substantially more informative than a count. Two proposals with the same count but different placements are still describing different projects.
Compare the access approach. Exterior only, interior piers via floor access, or tunnelling beneath the slab. These carry very different costs and very different disruption.
Compare the systems. Steel push piers, concrete pressed pilings, helical piers. If they differ, ask each contractor why theirs suits your site.
Compare the assessment. Did both measure elevation across the full plan? Did either provide a plotted profile? A proposal built on a walkthrough and one built on a survey are not equally grounded.
Step Two: Run the Same Criteria Across Both

Print it, fill it in, and ask every contractor the same questions. Asking one about warranty transfer and not the other skews your own comparison.
Step Three: Treat Blanks as Findings
An empty cell is information. It may mean something is included and simply unstated, or it may mean it is excluded and will appear later as a change order. You cannot tell which without asking, and asking is free.
The items most often left unstated, in rough order of frequency:
- Landscaping and irrigation reinstatement.
- Cosmetic repair of existing cracking.
- The depth assumption and how a variance is handled.
- Warranty exclusions, particularly for movement outside the repaired area.
- Warranty transfer conditions and any transfer fee.
- Who is responsible for permit application and inspection scheduling.

On the lowest bid
The cheapest proposal is sometimes the right one. It is right when the scope genuinely matches and the documentation is equivalent. It is wrong when it is cheaper because it is doing less, excluding more, or warranting nothing. This framework exists to tell those two situations apart, not to argue against low bids.
Questions Worth Asking Both Contractors
- What did the elevation readings show, and can I see the profile?
- Why this pier count and these placements for my property?
- What depth are you assuming, and what happens if refusal comes deeper?
- What is specifically excluded from this scope?
- Who provides the warranty, and what does it exclude?
- Does the warranty transfer if I sell, and is there a fee?
- What documentation do I receive when the work is complete?
- Is an engineer involved, and if not, why not?
The quality of the answers is often more revealing than the answers themselves.
Red Flags in Any Proposal
- A pier count quoted before anyone measured the floor.
- Pressure to sign immediately, or a discount that expires the same day.
- A refusal to provide the scope in writing before a deposit.
- Warranty terms described verbally but not documented.
- A promise that the repair is permanent or that no future movement will occur.
- A diagnosis offered from photographs without a site visit.
None of these are about price, and all of them matter more than price.
