Why the Terms Get Confused
There is no enforced definition separating these two phrases, and contractors use them differently. One company’s “house leveling” proposal and another’s “foundation repair” proposal may describe exactly the same work. Or they may not.
That ambiguity is a practical problem when you are holding two quotes and trying to work out whether they are comparable. This guide sets out the distinction as it is most usefully drawn, and then explains why the label matters less than the scope.
The Distinction as It Is Most Usefully Drawn
Foundation repair addresses the support system and the cause. Installing piers to transfer load to a competent stratum, rebuilding failed footings, replacing decayed structural members, correcting drainage that is driving movement. The objective is a foundation that performs.
House leveling describes the elevation outcome. Raising a settled structure back toward level. The objective is a floor profile.

Stabilisation Without Lifting
Worth understanding, because it is a legitimate outcome that surprises people.
Sometimes the right recommendation is to install piers and stabilise the structure without attempting a significant lift. Reasons include:
- Finish risk. Where a home has extensive original plaster, historic detailing, or continuous rigid flooring, the damage from a large lift may exceed the benefit.
- Structural condition. Where framing has deteriorated to the point that a substantial lift would cause more damage than it resolves.
- A modest differential. Where the profile is only slightly out and stabilisation addresses the real concern.
- The homeowner’s preference. Some people would rather stop the movement than chase flatness.
A proposal offering stabilisation without a lift is not doing less than it should. It may be doing exactly the right thing, and the reasoning should be stated.
Lifting Without Addressing the Cause
The reverse arrangement, and the one to be cautious about.
Raising a structure without restoring the support underneath means the structure returns to its previous position. Raising it while a plumbing leak continues to saturate the soil, or while drainage continues to channel water under the house, means repeating the work.
If a proposal describes a lift without describing what will hold the new position or what caused the movement, those are the questions to ask.
The practical rule
Ignore the heading. Read the scope. What is being installed, where, why, and what holds the structure afterwards. Two proposals using different terminology can be aligned once you are comparing activities rather than labels.
How to Align Two Proposals
- List the activities in each, ignoring how they are titled.
- Identify what supports the structure afterwards in each scope: piers, rebuilt footings, adjusted shims.
- Check whether a lift is included and whether a target is stated.
- Check whether the cause is addressed: drainage, plumbing, or moisture management.
- Compare inclusions and exclusions rather than headline scope.

What an Evaluation Determines
The objective comes out of the assessment rather than out of a preference.
An elevation profile establishes how much differential exists and what shape it has. A site and structural assessment establishes what caused it and what condition the supporting elements are in. From those two, the appropriate objective follows: stabilise, stabilise and lift, address the cause first, or monitor.
The terminology used to describe that objective in a proposal is much less important than whether it follows from the findings.
