The difference between a contractor evaluation and a licensed engineering assessment: what each provides, when a P.E. seal is needed, and how they work together.

Why This Distinction Gets Blurred

Both documents describe a foundation. Both are produced by someone with relevant expertise. Both influence what happens next. And one of them is produced by a party with a commercial interest in the outcome.

That last point is why the distinction matters and why it is routinely soft-pedalled in this industry. We state it plainly here, including where it works against us.

What Each One Is

A contractor evaluation is an assessment carried out by a foundation repair contractor. It documents observed conditions, records measurements, and where warranted proposes a repair scope. It is the basis for a quote. Our foundation evaluation page describes what ours covers.

An engineering assessment is an opinion issued by a licensed professional engineer, in Texas a P.E. It evaluates structural condition, may specify a repair design, and may carry the engineer’s seal. It is independent of the party performing the repair.

When an Engineer Is the Right Call

A permit requires a sealed design. Where the authority having jurisdiction requires engineered drawings for structural work, an engineer produces them. Our guide on foundation repair permits covers the permitting context.

A consequential structural conclusion is needed. Where the question is whether a structure is safe, or whether a specific structural element has failed, that conclusion belongs to an engineer.

You want an independent opinion. Entirely reasonable, particularly where the proposed work is substantial. An engineer has no interest in whether the repair happens.

Proposals disagree significantly. Where two contractors have proposed materially different scopes, an engineer’s assessment can establish which reflects the actual condition.

The property is unusual. Historic structures, substantial additions, unusual construction, or prior repairs that complicate the picture.

A transaction depends on it. Where a sale or a legal matter turns on the foundation’s condition, a sealed opinion carries weight that a contractor document does not.

When a Contractor Evaluation Is Sufficient

Establishing whether there is a problem at all. This is the most common starting point. An elevation survey costs less than an engineering assessment and answers the threshold question.

Straightforward repairs with no permit requirement for sealed design. A defined scope on a conventional structure.

Scoping and pricing. Only a contractor produces a priced scope. An engineer specifies what should be done; the contractor states what it costs and does it.

Monitoring decisions. Where the recommendation is to document and re-check, a contractor survey provides the baseline perfectly well.

The honest version

Our evaluation is genuinely useful and it is what most situations call for. It is not an engineering opinion and we will not let it be mistaken for one. If your situation needs a sealed document, we will say so, even though that means you pay someone else before you pay us.

How They Work Together

The common sequence on a project needing both:

  1. Contractor evaluation. Elevation measured, conditions documented, a problem established and characterised.
  2. Engineer engaged, where the scope, the permit, or your own preference calls for it.
  3. Engineered design produced, specifying the structural repair.
  4. Contractor scopes and prices the work to that design.
  5. Permit applied for, with the sealed documents where required.
  6. Work performed to the engineered design.
  7. Engineer reviews or inspects, where the design or the permit requires it.

That sequence keeps each party doing what they are qualified for, and it keeps the party specifying the work separate from the party selling it.

What to Ask

If a contractor says an engineer is not needed, ask on what basis. A good answer references the scope and whether the jurisdiction requires a sealed design. A general assurance is not the same thing.

If a contractor discourages you from getting an engineer’s opinion on substantial work, that is worth noticing.

If you engage an engineer, ask whether the output will be a report, a sealed design, or both, and whether any follow-up inspection is included.

Which should I get first?

Usually a contractor evaluation, because it establishes whether there is a measurable problem at all. If the elevation profile is flat and observations are stable, engaging an engineer may be an unnecessary expense. If the profile shows significant movement and a consequential decision follows, an engineer's input becomes worth its cost.
