Foundation underpinning alters how a structure is supported. That is structural work, and it sits within the scope of building regulation in most jurisdictions across the San Antonio area. The scope that determines whether a permit applies comes out of a foundation evaluation. This guide explains how the process generally works and what to confirm for your own property. What it cannot do is state the current requirement for your address, because that changes and because it varies by jurisdiction.
Who Has Jurisdiction Over Your Property
The San Antonio area contains a patchwork of authorities, and the one handling your address determines the process.
- City of San Antonio. Development Services handles residential permitting within city limits.
- Suburban municipalities. Converse, Cibolo, Schertz, Universal City, Live Oak, Helotes, Leon Valley, Alamo Heights, Selma, Windcrest, Castle Hills, and others each operate their own building departments.
- County. Bexar, Guadalupe, Comal, and Kendall counties handle unincorporated areas, and county requirements differ from municipal ones.
- Extraterritorial jurisdiction. Some addresses sit in an ETJ, where a city has partial authority.
An address on a street that appears entirely suburban may fall under a city, a county, or an ETJ, and the answer is not always intuitive. Establishing which applies is the first step.
The General Process
While details vary, the sequence is broadly consistent.
- Scope determined. The evaluation establishes the proposed work, which in turn determines whether a permit is required and what type.
- Engineering, where required. If the jurisdiction requires an engineered design for the structural work, a Texas licensed professional engineer produces a sealed document specifying the repair.
- Application. The permit application is submitted with supporting documentation, which typically includes a site plan showing pier locations and the engineered design where applicable.
- Review and issue. The authority reviews and issues the permit, sometimes with conditions.
- Work performed. Repairs proceed to the permitted scope.
- Inspection. An inspection may occur at a defined stage, commonly with excavations open so pier locations and installation can be observed, and a final inspection on completion.
- Close-out. The permit is closed and the record reflects the completed work.
The practical implication of step six is scheduling. If an inspection is required with pits open, the inspection has to be arranged around the work rather than after it, and the project schedule has to accommodate the inspector’s availability.
Contractor Evaluation Versus Engineered Design
This distinction comes up directly in permitting and it is worth stating plainly.
A contractor evaluation documents observed conditions and measurements and proposes a scope. It is the basis of a quote. It does not carry a professional engineer’s seal.
An engineered design, produced by a Texas licensed professional engineer, specifies the structural work and carries a seal. Where a jurisdiction requires one for permitting, no contractor document substitutes for it.

If a contractor tells you no permit is needed, it is reasonable to ask which authority has jurisdiction and on what basis the determination was made. A confident answer that names the authority is different from a general assurance.

At sale. A buyer’s agent or inspector may ask whether foundation work was permitted. A closed permit, the scope document, and any engineering correspondence form a clean answer. Their absence invites questions that are harder to resolve after the fact.
For insurance. Where a claim touches on structural work, the permitting record can become relevant. This varies by policy and circumstance, and it is a reason to keep the paperwork rather than a prediction about any specific claim.
